Annual Tax Return Rules and Deadlines in Georgia
Who has to file, the 1 April deadline, what the return covers and what happens when it is late.
The annual income tax return in Georgia is due before 1 April of the year after the one it reports. It covers only income that was not already fully accounted for in a monthly declaration or by withholding at source.
Who Has to File an Annual Tax Return in Georgia
The annual individual income tax return applies to resident individuals, and to non-resident individuals with Georgian-source income, where that income was not already fully accounted for through monthly declarations or withholding at source. In practice the rule reaches two groups. The first is an individual entrepreneur taxed at the standard 20% rate, outside any special status. The second is an individual with income that was never withheld by an employer or declared monthly through a registered business.

For an individual entrepreneur with Small Business Status, the monthly turnover declarations are the substantive filing, so the annual return does not generally create a separate obligation. The same applies to an employee whose employer withholds income tax on their behalf.
The exemption covers only the income that was declared monthly or withheld at source. An entrepreneur or employee with another income source that nobody withheld or declared monthly files an annual return for that income.
An ordinary LLC files no annual profit return at all. Corporate tax is 15% and applies only when profit is distributed, so there is no yearly profit calculation to submit. The company files a corporate tax declaration every month, and a month with no distribution shows nothing owed.
Resident in this rule means tax resident, which is decided by 183 days or more in Georgia in any continuous 12-month period ending in the tax year, or by a separate route for high net worth individuals. Registering a business or holding a residence permit does not make you one.
Annual Tax Return Deadline and Filing Rules
The return is due before 1 April of the year following the reporting one. Income from 2026 is reported in a return filed before 1 April 2027. It is filed through rs.ge, the Revenue Service portal where the monthly declarations also go.
Two rules apply to the payment:
- Filing and paying are separate actions. Submitting the return records what you owe and does not move any money.
- Every tax liability is paid under one treasury code, 101001000. The code works only through a Georgian resident bank, in lari, and is not valid for an international wire transfer.
A taxpayer living outside Georgia therefore generally needs a Georgian bank account to pay from. After paying, check the account status on rs.ge, because a payer name or tax ID that differs from the Revenue Service record is the most common reason a real payment does not show as received.
What Goes Into the Annual Income Tax Return
The return reports the year’s income that was not already declared monthly or taxed at source. The rate behind it is the flat 20% personal income tax in Article 81 of the Tax Code, with no brackets.
For an individual entrepreneur outside any special status, that means business income at 20% with documented business expenses deducted. Every deduction has to be substantiated, which is why an entrepreneur without the status keeps full accounts from the first day.
A resident individual is exempt on income that is not Georgian-source, and a non-resident is taxed only on Georgian-source income. For services, source generally follows where the work is performed, and the place where the money is received is not taken into account. The exemption is not a reason to stop keeping records of where each amount came from.
Income that is already declared monthly or taxed at source includes:
- turnover under Small Business Status, declared every month at 1%, or 3% above ₾500,000
- salary, where the employer withholds the 20%
- dividends from a Georgian company, taxed at 5% at source
- gains on property or other assets sold outside ordinary business activity
The last item has had its own declaration since 1 January 2024. An individual who sells property or other assets outside ordinary business activity files a separate monthly capital gains declaration, due by the 15th of the month following the transaction, and does not wait for the annual return.
Annual Tax Return vs Monthly Declaration
The monthly declaration reports the single month just finished and is due by the 15th of the following month. A year produces twelve of them, and a month with no income still needs one.
The annual return is a separate filing on its own schedule, once a year. The two do not replace each other. Where an annual obligation exists, filing every monthly declaration correctly does not remove it.
Where the monthly declarations already account for all of the income, as they do under Small Business Status, there is generally nothing left for an annual return to report.
Other Annual Deadlines: SARAS, Property Tax and Corporate Returns
Three other yearly dates are easy to confuse with the annual income tax return. The capital gains declaration is listed with them, although it is monthly.

SARAS reporting is not a tax filing. Annual financial statements go to the Service for Accounting, Reporting and Auditing Supervision by 1 October of the year following the reporting period, under the Law on Accounting, Reporting and Auditing and not the Tax Code. Filing every tax return correctly does not satisfy it, and the reverse is also true.
The annual corporate tax return belongs to the sectors left on the older, profit-based system: commercial banks, credit unions, microfinance organisations, other lenders, and gambling and gaming businesses, taxed at 20%. They make advance payments in four equal instalments, on 15 May, 15 July, 15 September and 15 December, and settle any balance with the return.
Property tax is owed by an individual whose family income crosses the threshold set by the Ministry of Finance. It covers qualifying real estate, vehicles and other assets and is settled by 15 November of the calendar year, with land tax due on the same date.
Penalties for a Late Annual Tax Return
Interest accrues on any unpaid balance from the deadline until it is settled, and understating the tax in a return carries a separate penalty on top of the shortfall.
Penalties apply automatically for late filing, and separately for late payment. Neither is discretionary, and there is no grace period for a missed date. The position keeps accruing until it is corrected.
A declaration that was filed with a mistake can be corrected. Catching the error yourself, before the Revenue Service does, keeps the interest and penalty exposure smaller.
Outstanding tax debt and an inconsistent filing history tend to come up when you open a bank account, convert to an LLC or close the business. Filings missed in earlier years are restored through accounting restoration, at ₾270 per month of arrears.
Can You File the Annual Tax Return Yourself?
You can. The return is filed from your own taxpayer account on rs.ge, with the login the Revenue Service sends by SMS after tax registration. The taxpayer cabinet, the forms and the menus are overwhelmingly in Georgian, whatever the language toggle on the public pages shows. For a simple case and some comfort in a Georgian-language system, that is workable.
Four parts are harder than filling in the form:
- Deciding whether you have to file at all.
- Documenting every expense deducted at the 20% rate.
- Working out which income is Georgian-source.
- Paying under the right code from a Georgian bank account.

Does Georgia have an individual income tax?
